Summary: The Early Education and Preschool Family Liaison is responsible for coordinating, planning, and supervising the activities and services for the school-based teen parent program. This employee assesses the needs of pregnant and parenting teens and helps them access and network with needed services, both on-site and in the community.
Essential Duties and Responsibilities:
- Acts as an advocate for pregnant and parenting teens.
- Liaisons with school staff in developing an effective teen parent program.
- Coordinates with community agencies to provide support, referrals, and follow-up for pregnant and parenting teens, including participation in program and community meetings.
- Enroll teen parents in the program. Conducts needs assessments of students/ clients once per year or more often if needed and develops service plans for each student/client.
- Provides ongoing, day-to-day situational counseling for all pregnant and parenting teens and keeps accurate documentation and record of progress.
- Monitors attendance and grades for all teen parents, conducts occasional home visits, and provides outreach to pregnant or parenting teens.
- Works with involved staff to evaluate the program continually.
- Provides transportation for program teens and their children to agencies, GED testing, or doctor appointments.
- Coordinates vocational and transitional services for students.
- Write and facilitate grants for the program, including progress and final reports.
- Prepares reports to meet district, state, and federal requirements.
- Communicates and problem-solves with staff, parents, student workers, and community members regarding activities and the daily operation of the Child Development Center (CDC).
- Coordinates and oversees program development, management, supervision, budget, billing, inventory control, child curriculum, enrollment/attendance, and facilities.
- All managers of the District who have budget authority are responsible for accessing monthly financial reports and reviewing related documents and statements for accuracy without prompting. Any issues should be reported to Finance immediately.
- Ensures compliance with codes and standards of all state and local governing agencies (i.e., children's services, fire and health departments, and Medford 549C), Student/staff ratios, and CDC licensing.
- Works with teen parents, helping them with parenting skills and various issues.
- Prepares all billing for government agencies and communities.
- Oversees care, safety, and well-being of all children at the Center.
- Complete annual immunization report for Preschool.
- Assesses student needs in CDC and communicates with the appropriate liaison.
- Works closely with state agencies (i.e., AFS, FCS, Job Council, and Health Department) and makes referrals as needed.
- Maintains accurate daily, monthly, and other records and reports.
- Coordinates and schedules Family Health and Child Development lab experience.
- Documents daily/weekly children's naps, meals, attendance, diaper, and bottle usage as required by the Child Care Division and Medford School District.
- Arrange and facilitate staff meetings and training, and encourage continuing staff education.
- Request and manage purchase orders for the CDC and shop for materials.
- Communicates effectively and cooperatively with co-workers, staff, students, and the public.
- Works as a team player at all levels and demonstrates excellent interpersonal and customer service skills.
- Maintains competency in all position responsibilities.
- Complies with all safety and work rules, policies, and procedures.
- Responsible for properly utilizing, operating, and maintaining all department resources.
- Provides support to other positions as needed.
- Other related duties as assigned.
Supervisory Responsibilities:
- Coordinates the work of staff, volunteers, foster grandparents, and students in the Child Development Center.
- Coordinates the day-to-day operation and maintenance of the Center.
- Provides input into the evaluation of CDC staff.

Education and/or Experience:
Bachelor's Degree in Social Work or related field preferred, or an equivalent combination of relevant education and work experience such as Associate's degree (A.A.) in Human Services, Social Work or related field and work experience of at least one year in business management and supervision; preferred two years of experience in a certified daycare center.
Interpersonal Skills: Exhibits a high degree of diplomacy in dealing with staff, students, parents, and community members over the phone and/or in person. Must be able to work in a team environment, interact in a kind, compassionate, and professional manner, and maintain confidentiality and security at all times. The employee must participate annually in employee education programs and wear appropriate attire within the MSD guidelines.
Language Skills: Ability to communicate verbally and in writing fluently in English. Preference may be given to applicants fluent in English and Spanish. Ability to respond to routine and complex inquiries or complaints from staff, vendors, students, parents, or community members. Ability to read and interpret complex documents such as budgets, contracts, policies, and legal documents. Ability to write reports and business correspondence in a professional manner.
Mathematical Skills: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume by applying introductory algebra and geometry concepts. Apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability: Ability to apply common sense understanding to complete instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
Computer Skills: To perform this job successfully, an individual must be proficient with word processing, spreadsheet, the ability to use accounts payable and receivable software and e-mail,
Other Skills and Abilities: Demonstrates and promotes good parenting and best child development skills. Ability to interact appropriately with students, parents, other community members, teachers, staff, and individuals from other state agencies.
Certificates, Licenses, Registrations: Certificates determined by the District, including valid first aid/CPR certification, Food Handlers Certification, Criminal History Registry, and a valid driver's license.
